The Delta's Emergency Drought Barrier: Why, Where, and How?
Last year I wrote about a recently published study of the ecological impacts of the emergency salinity barrier installed in the Delta in 2015, amidst a record-setting drought. Little did I know that we were less than a year away from another emergency drought barrier.
